The process of building your dream home can be stressful, but the City of Maple Heights Department of Housing is here to help make it as easy as possible. The steps below are designed to summarize the new construction process in the City. If you have any questions about the new construction process, please contact us.

  1. Locate and purchase a vacant parcel of land in the City. If you do not have a vacant parcel, the City’s Land Bank is a great place to start.
  2. Confirm the vacant parcel of land is properly zoned for your proposed home. You can review the City’s Zoning Map or call the Department of Housing.
  3. Develop a site plan, which shows the boundaries of the parcel and their length, the location of the proposed home, garage, and driveway on the parcel, and the distance of the proposed home, garage, and driveway from the boundaries of the parcel. Submit the site plan to the Department of Building with the Planning and Zoning Commission application.
    1. If the site plan review determines that a variance and/or conditional use permit is required, you will pay the appearance fee and appear before the Planning and Zoning Commission for approval of the variance and/or conditional use permit. Once approval is granted by the Commission, move to Step 4.
    2. If the site plan review determines that a variance and/or conditional use permit is not required, move to Step 4.
  4. Submit building plans with the building permit with plan review application to the Department of Building.
  5. Once the plans are reviewed and approved by the Building Official, permits can be pulled by registered contractors, paid for, and work can begin.
  6. New residential construction up to 25 units (single-family to 25-unit multi-family) is eligible for 15-year, 100% property tax abatement, meaning that you will only pay taxes on the land and not the new construction for 15 years.
